آج کل رومن چرچ ایک سخت مخمصہ میں پھنسا ہوا ہے اور وہ مخمصہ یہ کہ چرچ کے بڑے بڑے نام نہاد بزرگ (کارڈینل، بشپ، پادری) حد درجہ افسوسناک گناہوں میں (جنسی بے راہ روی اور چھوٹے بچوں پر ظلم)کے مرتکب ثابت ہو رہے ہیں اور پوپ نے اس سلسلہ میں ویٹیکن میں ایک کانفرنس کا انعقاد بھی کیا ہے۔ پوپ نے اپنے خطاب میں ایسے مجرموں کے خلاف سزا اور طاقت کے استعمال پر زور دیا ہے۔ ہم پہلے تو اس بیان کا ایک مختصر ساتذکرہ درج کرتے ہیں جو ڈان اخبار (Dawn News)میں چھپا ہے اور پھر اس بارہ میں ہم پوپ کو انسانی ہمدردی کی بناپر ایک مخلصانہ مشورہ پیش کرتے ہیں۔ڈان اخبار میں 19دسمبر 2018ء کے شمارہ میں شائع ہواکہ

Church credibility at risk over Sex abuse: Vatican
VATICAN CITY: Organisers of an upcoming Vatican summit on sex abuse prevention are warning that the credibility of the Catholic Church is in jeopardy over the abuse scandal and are urging participants to meet with victims personally before coming to Rome.
In a letter sent on Tuesday to the presidents of bishops’ conferences worldwide, organisers said the church must develop a “comprehensive and communal response” to the crisis, and that the first step is “acknowledging the truth of what has happened.” Pope Francis invited the church leaders to the Feb 21-24 summit to respond to what has become the gravest threat to his papacy, as the abuse and cover-up scandal erupted in the US, Chile and elsewhere this year.
In revealing the first details of the meeting, the Vatican said the summit would focus on three main areas: responsibility, accountability and transparency. That suggests that church leaders will confront not only the crime of priests who rape and molest minors, but the cover-up by their superiors as well.
Abuse survivors and their advocates have long blasted the Vatican for failing to discipline and remove bishops who fail to protect their flocks, and until recently Francis appeared unwilling to significantly change course.
“Absent a comprehensive and communal response, not only will we fail to bring healing to victim survivors, but the very credibility of the Church to carry on the mission of Christ will be in jeopardy throughout the world,” the organisers wrote their brother bishops.
“Each of us needs to own this challenge, coming together in solidarity, humility, and penitence to repair the damage done, sharing a common commitment to transparency, and holding everyone in the church accountable,” they said.-AP

Vatican sex abuse summit calls for new culture of accountability
VATICAN: Cardinals attending Pope Francis’ summit on preventing clergy sex abuse called on Friday for a new culture of accountability in the Catholic Church to punish bishops and religious superiors when they fail to protect their flocks from predator priests.
On the second day of Francis’ extraordinary gathering of Catholic leaders, the debate shifted to how church leaders must acknowledge that decades of their own cover-ups, secrecy and fear of scandal had only worsened the sex abuse crisis.
“We must repent, and do so together, collegially, because along the way we have failed,” said Mumbai Cardinal Oswald Gracias. “We need to seek pardon.” Chicago Cardinal Blase Cupich told the 190 bishops and religious superiors that new legal procedures were needed to both report and investigate Catholic superiors when they are accused of misconduct themselves or of negligence in handling abuse cases.
He said lay experts must be involved at every step of the process, since rank-and-file Catholics know far better than priests what trauma the clergy sex abuse and its cover-up has caused.
“It is the witness of the laity, especially mothers and fathers with great love for the church, who have pointed out movingly and forcefully how gravely incompatible the commission, cover-up and toleration of clergy sexual abuse is with the very meaning and essence of the church,” Cupich said.
“Mothers and fathers have called us to account, for they simply cannot comprehend how we as bishops and religious superiors have often been blinded to the scope and damage of sexual abuse of minors,” he said.
Pope Francis summoned the bishops for the four-day tutorial on preventing sex abuse and protecting children after the scandal erupted again last year in Chile and the US. While the Vatican for two decades has tried to crack down on the abusers themselves, it has largely given their bishops and superiors who moved them around from parish to parish a pass.
Cupich called for transparent new structures to report allegations against superiors, investigate them and establish clear procedures to remove them from office if they are guilty of grave negligence in handling cases.
He proposed that metropolitan bishops who are responsible for other bishops in their geographic area should be tasked with conducting the investigations, with the help of lay experts. The metropolitan bishop would then forward the results to the Vatican.
It wasn’t immediately clear how Cupich’s proposals squared with those being studied by the US Conference of Catholic Bishops at large.

Pope likens child sex abuse to ‘human sacrifice’
VATICAN CITY: Pope Francis on Sunday vowed to tackle every single case of sexual abuse by priests in the Roman Catholic Church, comparing paedophilia to “human sacrifice” in a speech that left victims cold.
His public address to top bishops at the end of a landmark summit in the Vatican promised an “all-out battle” against abusive priests, but blamed the devil and insisted the Church was not the only place children were assaulted.
“If in the Church there should emerge even a single case of abuse — which already in itself represents an atrocity — that case will be faced with the utmost seriousness”, Pope Francis promised.
“I am reminded of the cruel religious practice, once widespread in certain cultures, of sacrificing human beings — frequently children — in pagan rites,” he said.
The sexual abuse of minors was “a widespread phenomenon in all cultures and societies,” Pope Francis said, and he slammed those priests who prey on children as “tools of Satan”.
“I make a heartfelt appeal for an all-out battle against the abuse of minors both sexually and in other areas… for we are dealing with abominable crimes that must be erased from the face of the earth,” he said.
Children must be “protected from ravenous wolves”, he said, adding: “We stand face to face with the mystery of evil”.
The scandals have hit countries around the world, with lives devastated from Australia to Chile, Germany and the US.
The Argentine had opened the four-day meeting by calling for “concrete measures” against child sex abuse and handing 114 senior bishops a roadmap to shape the debate on tackling paedophile priests.
The pope will issue “a new Motu Proprio” on the “protection of minors and vulnerable persons”, summit moderator Federico Lombardi said after the pope’s speech.
“Motu Proprios” are legal documents issued under the pope’s personal authority, and this one will “strengthen prevention and the fight against abuse on the part of the Roman Curia and Vatican City State,” he said.

مذکورہ بالا رپورٹوں سے ظاہر ہے کہ رومن چرچ کے ذمہ دار مذہبی رہنما گھناؤنے جرائم کے مرتکب ہیں اور پوپ کو ہمارامخلصانہ مشورہ ہے کہ محض سزا اور سختی سے یہ مسئلہ حل نہیں ہو گا اس مسئلہ کی تہ میں جائیں تو معلوم ہو جائے گا کہ اس کی بنیادی وجہ چرچ کا کسی زمانہ میں خود اُس تعلیم کو منسوخ کرنا اور نظر انداز کرنا ہے جو ان کے مذہب میں دی گئی تھی اوروہ ہے مذہبی ذمہ دار آدمیوں کو شادی کی اجازت ۔چرچ نے کسی مرحلہ پر نامعلوم وجوہات کی بناپر پوپ اور بشپوں اور پادریوں کو شادی کرنے سے منع کر دیا تھا مگر حقیقت یہ ہے کہ حضرت مسیح ناصری ؑاور ان کے بعد لمبے عرصے تک پوپ اور بشپ شادی کرتے تھے۔ چنانچہ موجودہ عہد نامہ میں نہ صرف یہ کہ کہیں بھی ان کو شادی کی ممانعت نہیں بلکہ صاف صاف لکھا ہے کہ پہلےپوپ جو شمعون پطرس کے نام سے معروف ہیں اور جن کے متعلق حضرت مسیح ناصریؑ نے کہا تھا کہ شمعون پطرس وہ بنیادی پتھر ہے جس پر میں اپنے کلیسیا کی بنیاد رکھوں گا۔ (متی کی انجیل باب16آیت18) پوپ بننے سے پہلے بھی وہ شادی شدہ تھے۔

مرقس کی انجیل میں لکھا ہے:‘‘شمعون کی ساس تپ میں پڑی ہوئی تھی اور انہوں نے فی الفور اس کی خبر اسے(ناقل۔مسیح ناصری کو) دی۔اس نے پاس جاکر اور اس کا ہاتھ پکڑ کر اسے اٹھایا اور تپ اس پر سے اتر گئی اور وہ ان کی خدمت کرنے لگی۔’’

(مرقس باب 1 آیت 30،31)

اور پوپ بننے کے بعد بھی شادی شدہ تھے ۔پولوس کرنتھیوں کے نام اپنےپہلے خط میں لکھتا ہے:
‘‘کیا ہم کو یہ اختیار نہیں کہ کسی مسیحی بہن کو بیاہ کر لیے پھریں جیسا اور رسول اور خداوند کے بھائی اور کیفا کرتے ہیں؟

(1 کرنتھیوں باب 9 آیت 5)

تعجب کی بات ہے کہ شادی کرنا پہلے پوپ کے لیے تو جائز تھا اور چرچ کے ابتدائی دور میں اس کی کوئی ممانعت نہیں تھی مگر بعد کے زمانہ میں اس کی ممانعت کر دی گئی۔ ہر ایک شخص جانتا ہے کہ شادی کرنا انسان کے اہم ترین تقاضوں میں سے ایک ہے اور مذہبی بزرگوں کو شادی سے منع کر کے چرچ نے وہ نتیجہ دیکھ لیا جو آج ان کے سامنے ہے۔ یہی چرچ کے بزرگ جو اب جنسی بے راہ روی کے گناہ میں پھنسے ہوئے ہیں اسلام کی چار شادیوں کی اجازت پر تمسخر کیا کرتے تھے۔

خاکسار راقم کو اپنے امریکہ قیام کے دوران میں عیسائیت کی تعلیم جاننے کے لیے واشنگٹن ڈی سی کی مشہورِ عالم، رومن کیتھولک یونیورسٹی میں رات کی کچھ کلاسیں پڑھنے کا موقع ملا۔ ان کلاسوں میں جو استاد تھے وہ ایک معروف رومن کیتھولک پادری تھے اور ایک نمایاں مقام رکھتے تھے ۔میں نے ان کی زبانی خود سنا کہ چرچ کے ابتدائی دور میں جب کوئی بشپ سفر کرتے تو ان کے ساتھ ان کی بیویوں اور پادریوں کی ایک جماعت ہوتی تھی۔ ایک دفعہ اس موضوع پر رائے بھی طلب کی گئی تھی تو یورپ کے ایک ملک ہالینڈ کے 46 فیصدی بشپوں نے یہ رائے دی تھی کہ بشپ کو شادی کی اجازت ہونی چاہیے ۔

بشپ کی شادی کا معاملہ تو ایک طرف رہا اب تو یہ کہا جا رہا ہے کہ خود حضرت مسیح ناصریؑ بھی شادی شدہ تھے چنانچہ قبطی زبان میں جو قدیم کتب و تحریرات منکشف ہوئی ہیں ان میں ایک انجیل، فلپ کی انجیل میں تو حضرت مسیح ناصری ؑکی زوجہ محترمہ کی طرف بھی اشارہ موجودہے۔

پوپ فرانسس چرچ میں بہت سی اصلاحات پر کمر باندھے ہوئے ہیں اگر وہ چرچ کو اس مخمصہ سے نکالنا چاہتے ہیں اور بشپوں کو ان گھناؤنے جرائم سے پاک کرناچاہتے ہیں تو وہ خود اپنے مذہب کی تعلیم پر عمل کرتے ہوئے بشپوں کو اور کارڈینیلز کو شادی کرنے کی اجازت دیں۔ محض طاقت کے استعمال سے یہ مسئلہ حل نہیں ہوگا۔
